BATHO MOVEMENT FOREIGN POLICY
1. Introduction
The Batho Movement believes that South Africa’s foreign policy must be guided by the Constitution, national sovereignty, African unity, human dignity, economic development, the rule of law, and the interests of the people of South Africa. Our foreign policy seeks to strengthen South Africa’s role as a respected leader in Africa and the international community while ensuring that the country’s resources, opportunities, and security primarily benefit its citizens.
Foreign policy is not only about relationships with other governments. It includes trade, immigration, border security, international cooperation, peacekeeping, investment, tourism, environmental protection, regional development, and the movement of people across borders.
The Batho Movement believes South Africa must remain open to lawful international cooperation while maintaining secure borders and enforcing immigration laws fairly and consistently.
2. Sovereignty and National Interest
The Batho Movement believes every nation has the sovereign right to determine its own domestic and foreign policies without external interference.
South Africa must place its national interests first while respecting international law and maintaining friendly diplomatic relations with all countries regardless of political ideology.
Foreign relations should be based on:
• Mutual respect.
• Equality between states.
• Peaceful cooperation.
• Economic development.
• Human rights.
• Non-interference in internal affairs.
• Respect for international agreements.
South Africa should never allow foreign influence to undermine democratic institutions or national sovereignty.
3. Documentation and Immigration Management
The Batho Movement supports lawful immigration and believes every foreign national residing in South Africa should be properly documented.
A properly documented immigration system benefits everyone because it:
•Improves national security.
•Protects migrants from exploitation.
•Assists law enforcement.
•Supports economic planning.
•Prevents identity fraud.
•Ensures fair access to public services.
Every person entering South Africa should comply with immigration laws and possess valid travel documents, visas, permits, or refugee documentation where applicable.
Government should strengthen border management through modern technology, biometric systems, improved staffing, intelligence Foreign Policysharing, and stronger cooperation with neighbouring countries.
The Batho Movement rejects illegal human trafficking, document fraud, smuggling, and corruption within immigration institutions.
Foreign nationals living legally in South Africa deserve fair treatment under the law, while individuals who violate immigration laws should be dealt with according to due legal process.
4. Refugees and Asylum Seekers
South Africa has both constitutional and international obligations toward genuine refugees fleeing persecution, war, or political violence.
The Batho Movement supports the protection of legitimate refugees in accordance with international law.
However, asylum systems must not be abused.
Government should:
•Process asylum applications efficiently.
•Eliminate application backlogs.
•Prevent fraudulent asylum claims.
•Improve refugee documentation systems.
•Cooperate with international agencies.
Those who qualify for refugee protection should receive lawful documentation.
Those whose applications are lawfully rejected should follow the legal processes applicable under South African law.
5. Trade and Economic Diplomacy
Foreign policy must create jobs for South Africans.
The Batho Movement believes South Africa should strengthen trade relationships with African countries and the wider international community.
Economic diplomacy should focus on:
•Export growth.
•Manufacturing.
•Agriculture.
•Mining.
•Technology.
•Tourism.
•Renewable energy.
•Industrial development.
•Small business expansion.
South Africa should negotiate trade agreements that protect local industries while opening new markets for South African products.
The African Continental Free Trade Area provides opportunities for African economic growth, and South Africa should play a leading role in ensuring that trade benefits workers, businesses, and consumers across the continent.
Foreign investment is welcomed where it contributes to employment, skills development, technology transfer, infrastructure, and sustainable development.
6. Border Security
Secure borders are essential for national security.
The Batho Movement supports:
•Professional border management.
•Anti-smuggling operations.
•Combating organised crime.
•Preventing illegal trafficking.
•Improved customs enforcement.
•Modern surveillance technology.
•Better coordination between security agencies.
Border security should facilitate lawful trade and travel while preventing illegal activities.
7. Fighting Xenophobia
The Batho Movement strongly rejects xenophobia, racism, discrimination, hate speech, and violence against foreign nationals.
Violence against any individual because of nationality or ethnicity is unacceptable and undermines South Africa’s constitutional values.
The movement believes that frustration over unemployment, crime, or poor service delivery should never justify attacks on innocent people.
At the same time, opposing xenophobia does not mean ignoring unlawful immigration. Government has a responsibility to enforce immigration laws fairly and consistently.
Batho Movement therefore distinguishes between:
•Lawful immigration enforcement.
•Criminal behaviour.
•Xenophobic violence.
These should never be confused.
Every person deserves dignity and equal protection before the law.
8. Regional Cooperation
South Africa’s future is linked to the success of Southern Africa.
The Batho Movement supports stronger cooperation with neighbouring countries on:
•Trade.
•Border management.
•Energy.
•Water security.
•Infrastructure.
•Crime prevention.
•Environmental protection.
•Education.
•Public health.
Regional cooperation strengthens economic growth while improving peace and stability.
9. Peace and Conflict Resolution
South Africa has a proud history of mediation and peacebuilding.
The Batho Movement supports peaceful resolution of international disputes through diplomacy rather than violence.
South Africa should continue participating in peacekeeping missions where appropriate and support democratic governance, constitutional order, and peaceful elections across Africa.
10. International Crime
The Batho Movement supports international cooperation against:
•Human trafficking.
•Drug trafficking.
•Cybercrime.
•Money laundering.
•Terrorism.
•Wildlife trafficking.
•Organised crime.
•Corruption.
Law enforcement agencies should strengthen intelligence sharing with international partners while protecting constitutional rights.
11. Climate and Environmental Diplomacy
Climate change affects food security, water resources, agriculture, biodiversity, and economic development.
South Africa should cooperate internationally to reduce environmental degradation while ensuring that developing countries receive fair financial and technological support during the transition to cleaner economies.
Environmental cooperation should protect future generations while supporting sustainable economic growth.
12. International Education and Skills
The Batho Movement supports international partnerships that improve education, research, innovation, vocational training, and technology transfer.
South African students should benefit from international scholarships, exchange programmes, and research collaborations.
Government should encourage highly skilled professionals from abroad to contribute legally where skills shortages exist while continuing to prioritise training and employment opportunities for South African citizens.
13. Tourism and Cultural Diplomacy
Tourism is a major contributor to economic growth.
South Africa should market itself as a safe, welcoming, and culturally diverse destination.
Foreign policy should promote:
•Tourism.
•Arts.
•Sports.
•Cultural exchange.
•Heritage preservation.
•International events.
These initiatives strengthen diplomacy while creating employment.
14. Foreign Investment
Investment should contribute to national development rather than exploitation.
The Batho Movement supports investment that:
•Creates jobs.
•Pays fair wages.
•Transfers skills.
•Develops infrastructure.
•Respects labour laws.
•Protects the environment.
•Supports local suppliers.
Investment agreements should protect South Africa’s sovereignty and public interest.
15. Consular Services
South African citizens travelling, working, or studying abroad deserve effective consular support.
Government should strengthen embassy services to assist citizens during emergencies, natural disasters, conflict situations, and legal difficulties overseas.
16. Conclusion
The Batho Movement envisions a foreign policy that balances humanity with national responsibility. South Africa must remain a respected member of the international community while protecting its borders, enforcing immigration laws fairly, promoting lawful documentation, encouraging trade and investment, rejecting xenophobia, and advancing peace and development across Africa.
Our foreign policy seeks to build a prosperous South Africa that cooperates with the world, creates opportunities for its people, safeguards national sovereignty, and upholds the values of justice, equality, dignity, accountability, and the rule of law. By strengthening diplomacy, promoting economic partnerships, improving border management, and fostering peaceful international relations, South Africa can continue to play a leading role in shaping a stable, secure, and prosperous African continent for present and future generations.
